The Center for Personal Rights

The Center for Personal Rights is a leading non-profit advocacy organization dedicated to the protection of vaccination choice as an important human, civil and individual right.  Policies that promulgate compulsory vaccination in the absence of a legitimate public health emergency are unethical and misguided.

They are committed to expanding the scholarship, understanding and awareness of the societal need for vaccination choice through grassroots outreach, social cause-driven networking, and institutional engagement.

To unveil CPR and clearly articulate their platform issues, CPR organized and launched the inaugural American Rally for Personal Rights on May 26, 2010 in Grant Park, downtown Chicago.  The two-hour line-up featured powerful professional and personal testimony from twenty speakers.

Canadian Gardasil Awareness Group

AnnabelleThis site attempts to bring information about the truth and the lies surrounding the vaccine Gardasil to you the consumer. That’s right you are a consumer… or more likely your daughter will be.  For in grade schools around the country, Health Authorities are including the HPV (Human Papilloma Virus) vaccine as part of her grade 6 vaccinations.  However, new information is coming to light that is exposing the vaccine as dangerous and whose full and lasting effects may not be known for years to come.

This site is a network for Canadians who have NO information about adverse reactions to vaccines available to them on the internet unlike our U.S. counterparts.

Here you will find articles, information and links to other important and helpful sites.

This website is dedicated to Annabelle Morin, who died after receiving the Gardasil vaccine.  She was 15 years old.

It is also dedicated to my girls and all the girls who will or who have been ‘scheduled’ to receive the Gardasil shot.

The Canary Party

In recent human history, mankind has created and witnessed unprecedented changes in the balance between nature and technology. With the advent of the industrial revolution, technological progress has led to profound improvements in human health and quality of life. Important benefits such as improved sanitation and clean water have combined to reduce human mortality and extend the lifespan. As we recognize these benefits, we also know that technology works best when it serves human needs and worst when it imposes new risks on human development, creating a greater distance between nature and man. Paradoxically, as we become more reliant on technology, we risk losing sight of the proper balance between the benefits and risks of progress, especially in those technologies that intervene most directly in human health.

In order to restore that balance, we must pursue a future based on a more natural vision of human health, happiness and development, one that focuses on wellness rather than disease. The definition of wellness that guides the healing professions should not be the absence of symptoms in the presence of medical intervention, but rather the pursuit of health without the need for drugs. Realizing this future will require a more natural approach to wellness, especially early in life, and also through the lifespan. To restore the proper balance of nature and technology, The Canary Party seeks to restore balance to our civil society.

Post-HPV Vaccination Tests

Should you experience an abnormal Pap smear after HPV vaccination, it is important to know what genotype of HPV is present in the abnormal cells. Should the HPV be a vaccine-relevant genotype, the vaccine that was administered to you did not clear the HPV already in your body. You may need closer Pap test screening.

Should the HPV strain be non-vaccine relevant, the manufacturers of the vaccine you took may have targeted the wrong genotypes of HPV for your geographical location. If this is the case, the vaccine will not work for others in your area either.

The current HPV tests being offered to the general public are not capable of detecting and identifying all high-risk HPV genotypes that exist or, all vaccine-relevant HPV genotypes.

Since it is crucial for you to know what specific type of HPV is present in your abnormal cells, SaneVax has made arrangements with a licensed medical laboratory to provide an HPV PCR DNA sequencing test that will detect and identify any and all anogenital HPV genotypes.

Getting an accurate HPV test is easy, just follow these steps:

1. Download and print this requisition form.

2. Download and print this letter to your physician, in case they question why you want this specific test done after HPV
vaccination.

3. Call your physician to see if he/she wants to test for gonorrhea and/or chlamydia at the same time.

4. HPV:

Gonorrhea:

Chlamydia:

5. Submit a $50.00 payment to SaneVax to cover the cost of each test ordered:

6. Email SaneVax at hpvtesting@sanevax.org to obtain a requisition number.

7. Take the requisition form to your doctor and inform them that you want this test to determine what type of HPV is present in any abnormal cells.

8. Ask your physician to fill out the requisition form, with your SaneVax number, and obtain a specimen as outlined at the bottom of the requisition form.

9. Either you, or your physician, will then package and mail the sample (as directed) to Milford Medical Laboratory.

10. Milford Medical Laboratory will send the test results directly to your physician.

11. You may wish to submit a claim to your health insurance company for reimbursement.

Vaccine Victims Hotline Listing

The SaneVax Team is aware of just how devastating vaccine injuries can be. The following is a list of volunteers who are here to help no matter where you are located. Whether you need to file a report of your injuries, locate medical or legal assistance, have questions, or just need a little emotional support, these people are here to provide their help and support.

As you scan this page, please note, each person pictured is an individual who experienced a serious adverse reaction following vaccination. These people, their families and friends are all victims.

Should you wish to volunteer your time to help, please send an email to sanevax@charter.net with ‘Hotline’ in the subject line.

Vaccine Group Listing

vaccine-groupsS.A.N.E. Vax is dedicated to providing you with all of the information you need to do your own research on vaccines so you can make informed decisions about your healthcare and that of your family.

The groups listed below are not in any particular order. Please keep in mind that each organization has its own agenda. S.A.N.E. Vax, Inc. is not responsible for their views and/or opinions. The information contained below was supplied by the organization indicated. We make no warranty as to accuracy, nor do we endorse any particular organization’s activities. We provide their contact information as a service to you.

It remains your responsibility to make your own informed decisions based on your own research and your own personal health history.

The National Vaccine Information Center

The National Vaccine Information Center is a national, non-profit educational organization founded in 1982. The oldest and largest consumer organization advocating the institution of vaccine safety and informed consent protections in the mass vaccination system, NVIC is responsible for launching the vaccine safety and informed consent movement in America in the early 1980′s.

Their Mission Statement:

The National Vaccine Information Center (NVIC) is dedicated to the prevention of vaccine injuries and deaths through public education and to defending the informed consent ethic. As an independent clearinghouse for information on diseases and vaccines, NVIC does not promote the use of vaccines and does not advise against the use of vaccines. We support the availability of all preventive health care options, including vaccination, and right of consumers to make educated, voluntary health care choices.

Activities:

NVIC provides assistance to those who have suffered vaccine reactions; promotes research to evaluate vaccine safety and effectiveness, as well as to identify factors which place individuals at high risk for suffering vaccine reactions; and monitors vaccine research, development, regulation, policy-making and legislation. NVIC works to protect the right of citizens to exercise the human right to informed consent to medical interventions which carry a risk of injury or death for themselves or their children, including vaccination.

The Australian Vaccination Network

The Australian Vaccination Network (AVN) was founded in 1994 by a group of parents and health professionals who were concerned about protecting the rights of Australians to make free and informed health choices.

AVN believes that:

  1. Both sides of every health issue should be freely available for anyone who is trying to make a decision. After all, the best health choices will always be informed choices.
  2. Research into the benefits and risks of treatments and medical procedures should always be performed independently of those who hold a vested interest. Drug companies should not be funding safety and effectiveness studies any more than tobacco companies should be funding studies into the sagety of cigarette smoking, though currently, all research into drugs and vaccines is funded, in part or in total by the drug companies who will profit from their use.
  3. All information about health issues and parenting should be presented in a format which makes it understandably to anyone who wishes to access it. Medical jargon has no place when it comes to helping people make the best choices for their families and for themselves. This is why the AVN established its magazine, “Informed Voice” – to give everyone who is searching for information on health and parenting an easily-understood and up-to-date source of esential information.

The AVN is not anti-vaccination, but we are most definitely opposed to any form of compulsion for any medical procedure and we are against the use of coercion, financial penalties, or social stigna against those who have decided not to vaccinate. Health issues must always be a matter of free and informed choice in any nation choosing to call itself a democracy.

Alan’s e-book, The Authoritative Guide to Vaccine Legal Exemptionss, is the only publication that provides authoritative, accurate, in-depth information about how state and federal laws interact with individual circumstances to form the precise boundaries of each person’s legal right to refuse vaccines.

Alan is also the founder of the Pandemic Response Project (PReP), a volunteer organization focused on legislative initiatives to advance rights concerning vaccine choice, with a focus on emergency rights–most states’ laws allow officials to throw vaccine exemptions out the window in a declared emergency, and to quarantine unvaccinated people in government facilities or other locations of the government’s choosing.

Gardasil and Unexplained Deaths

Emily Tarsell’s, daughter, Chris’s died in June of 2008. She has grieved with other families whose daughters were injured or died following Gardasil. Photos of some of these young ladies appear in a slideshow on this website.

As information was exchanged with other parents, it became apparent that there were patterns to these post-injection reactions. She volunteered to work with the National Vaccine Information Center (NVIC) to support and network with families and to develop a questionnaire to document symptoms and any patterns in the reported events. This site is a wealth of helpful information for those who have questions about Gardasil.

Off the Radar

This site was born out of the frustration of a parent who wished to make an “informed” decision about Gardasil for their daughter, and the difficulty they incurred at not being told the complete story about the vaccine by “The Ministry of Health and medical establishment”. To have a “one stop shop” of information for parents concerning what is being put into their children, whether by vaccine or food, this site endeavours to tell “what they didn’t want you to hear”.

U.S. Supreme Court will Rule on an Important Vaccine Case

By: Emily Tarsell

09 October 2010

Imagine how you would feel if you were in a serious accident caused by faulty breaks in your new car, but there was a law prohibiting you from suing the manufacturer for the defective car. Well there is a law which prohibits vaccine manufacturers from being sued for vaccine adverse events, and things could get worse as the US Supreme Court begins hearings this month regarding an important vaccine case.  The case is Bruesewitz vs. Wyeth Laboratories and a lot is at stake.

What is it about?

In 1995, Russell and Robalee Bruesewitz had a healthy infant daughter, Hannah. But their little bundle of joy suffered a serious adverse reaction to a diphtheria, tetanus and pertussis (DPT) vaccine. Shortly after the injection, Hannah developed a devastating seizure disorder. Her family has had to provide for her life-long extraordinary care which has been emotionally and financially draining. Hannah’s family has been seeking compensation on the grounds that the DPT vaccine Hannah received was defectively designed. Wyeth Laboratories, the manufacturer, knew of a safer alternative. Had Wyeth used the safer alternative, Hannah’s injuries could have been avoided. The Bruesewitz family initially filed a claim for compensation in the vaccine court.

What is the “vaccine court”?

The vaccine court is the common name for the National Vaccine Injury Compensation Program ( NVICP). This program was created in 1986 by an act of Congress. In the 1980’s several manufacturers threatened to discontinue making vaccines because of rising numbers of lawsuits. In response to the potential impact on American health and safety, Congress passed a law protecting manufacturers against lawsuits from adverse reactions to vaccines. Alternatively, to handle claims from victims of vaccine adverse reactions, Congress created the NVICP where a vaccine court functioned as a no-fault compensation alternative to civil litigation for vaccine related adverse reactions. (1)

The NVICP Act of 1986 stipulates that all vaccine injury or death claims must be filed in the vaccine court. However, the Act does allow an alternative next step for civil litigation against the manufacturer under certain conditions. If the plaintiff can prove a defective design caused the injury and that it could have been avoided, the plaintiff can file a lawsuit in civil court against the manufacturer. Or can they?

After filing a claim in the vaccine court, the Bruesewitz family exercised the alternative option of filing a lawsuit in civil court against the manufacturer, Wyeth Laboratories. They argued that Hannah’s injuries could have been avoided if Wyeth had chosen to use the safer vaccine design. However, the lower courts have ruled that the NVICP Act of 1986 preempts all vaccine design defect claims, even those in which the design defect was avoidable. After 14 years of appeals, the case will be heard in the US Supreme Court beginning October 12, 2010.

Why is this case important?

The question before the Supreme Court will be whether or not the Act of 1986 preempts all vaccine design defect claims against the manufacturer.  If the Supreme Court upholds the lower court decision, it means that vaccine manufacturers would have full immunity from litigation regardless of the circumstances. Think about that.

1. Pharmaceutical companies would never be held accountable for vaccine injuries or deaths even if the adverse reactions were a direct result of a defective design that was avoidable.

2. Victims of unsafe vaccines would never be able to seek justice or hold the manufacturer responsible for their actions under any circumstances.

3. The motivation for vaccine manufacturers to ensure vaccine safety would be further compromised.

4. Public trust in vaccine safety would be further impacted.

What can you do to protect citizen’s rights?

Write a letter asking that the US Supreme Court reverse the Third Circuit’s decision that preempts all vaccine design defect claims against the manufacturer. The original intent of the NVIC Program and vaccine court was to provide an alternative to the civil court system, but it did not close the door to tort litigation against the manufacturer. It is very important for reasons stated above, to keep civil litigation as an option. Address your letter to:

Chief Justice John G. Roberts

The Supreme Court of the US

One First Street, NE

Washington, DC 20543

Neal Katyal, Acting Soliciter General

Office of the Soliciter General

US Department of Justice

Effective Communication with Elected Officials

When communicating with an elected official, whether it be a local, state or national representative, there are a few common sense guidelines to follow in order to make your communication more effective. These apply whether you are writing, calling, or meeting them in person.

Use the proper format:  Address mail to the Honorable (full name). In the greeting, address the official by their title and last name.

Be specific and brief:  Identify in the beginning of your letter or phone call the specific issue to which you are referring. Briefly state your position and keep your communication brief. Keep your communications concise and to the point.

Always be on time:  Elected officials frequently have extremely tight schedules, if you are not on time (or better yet, early) you may miss your opportunity to be heard.

Be prepared:  Try to anticipate what questions or concerns may arise and have concise answers prepared in advance. If you are meeting in person, always bring documentation to support your position. Be ready to leave copies so they can be examined by your representative at a later time.

Listen and learn:  Ask questions and listen carefully to the answer so you are able to gain an understanding of the background and interests of the person you are speaking with. Frequently, they may not advocate for your cause, but you can gain valuable information about who will.

Be calm and reasonable:  Emotional appeals rarely work. Back your arguments with facts and figures. Provide solid evidence to support your position.

Remain positive, cooperative and professional:  No matter what position your representative takes, keep your communications polite. They will remember it the next time you need to discuss an issue with them and be much more likely to accept your request for future meetings.

Always follow up:  There is not a human being on the face of the planet who does not like to know their time and efforts are appreciated. Always send a follow up letter thanking them for their time and add a short review of the critical points of your prior communication. Take advantage of the opportunity to provide additional information and materials that may be pertinent to the issue at hand. Remember to keep it brief.

Thank them when they support your position:  Always let them know you appreciate whatever support and/or guidance they have offered.

Irish Vaccine Informed Parents – Mairead Hilliard

Mairead is the mother of a child who was vaccine damaged with the MMR vaccine in the 1990′s. She has been campaigning for some years for parents to be given the manufacturer’s information on State promoted vaccines, so that they can make informed choice before giving their consent to any vaccine, including the HPV vaccine.

She thinks it is outrageous that Irish parents have been misled about the safety of the HPV vaccine. Irish Politicians are giving the deaf ear to parents’ concerns about the reports of a high incidence of serious side effects, and in some cases reports of deaths following vaccination with the HPV vaccine.

Mothers Alliance Ireland, Nora Bennis

Mothers Alliance Ireland is the women’s committee of Christian Democrats the Family First Party, Ireland’s newest political party. This Party was established in 1996 to fight for Family-friendly policies.

One of their top priorities is the upcoming HPV vaccination programme in Ireland. The government in Ireland has bowed to pressure from pharmaceutical lobbying and media campaigns. 30,000 twelve and thirteen year old girls throughout Ireland received their first injection of Gardasil in June 2010.

Mothers Alliance Ireland does not believe the advertised benefits of Gardasil outweigh the potential risks. They are determined to have this vaccine withdrawn BEFORE any more of their young girls are seriously hurt.

During the next Irish election, they are calling for safe, affordable, necessary and effective vaccines to be made available to all, respecting at all times the right of people to refuse.

 Stephen Tunley, Political Activist

 Australia

Stephen Tunley writes to all major politicians in Australia and has met with the Federal Health Minister, Roxon and Chief Medical Officer, Jim Bishop during the last year via the than Federal Opposition Leader, Malcolm Turnbull.

He feels Roxon and Bishop were dismissive. Turnbull has offered to help further, but he is in election, so any benefit from his help will not happen for several months.

 Stephen’s main thrust is:

While the original decision to promote Gardasil to Australian women, 9-26, in 2006 was perhaps correct in light of the information provided at the time, there is sufficient evidence that this is no longer so.

The way data is collected (or more accurately-not collected) does not allow the detailed understanding of side effects. This needs addressing ASAP.

The original studies were too narrow and not of sufficient depth or duration to properly understand risks, more particularly, these studies removed ‘certain at risk’ groups, but the vaccine is given to all (including those at risk) and this may be a common link to the health issues.

Given this, Government needs to conduct a genuine independent review of the growing list of health issues; and until that is completed, Gardasil must carry much stronger health warnings.

Finally, given the extraordinary ties between Pharma and medical professionals, these need to be absolutely listed, understood and those that gain direct, or indirect benefit, cannot be a part of any panel that recommends, or subsequently reviews pharmaceutical products.

Stephen will be happy to answer questions emailed to him at stephentunley@gmail.com

 Grace Filby – Health Advocate

 Surrey, United Kingdom

One point I’d like to let everyone know about is regarding the Cervarix HPV vaccine programme for teenage girls aged 12 upwards. I unearthed a series of factual errors in the original published material intended for GPs, parents and young girls throughout the United Kingdom. Through a FOI question I obtained a public apology from the Dept of Health and later, from the former Minister for Health, Dawn Primarolo. Those basic errors call into question the real likelihood of serious and long term side effects. They also call into question how many people have been misled, making false assumptions about the safety of the vaccines when the original “rigorous testing” studies did not even investigate beyond 30 days, did not include ‘at risk’ groups nor examine the effect it might have on fertility of our young girls. The current little NHS leaflets being supplied via schools simply say that side effects are “quite mild” and really, I don’t think that is good enough.

 Julie Jones  -  United Kingdom

Julie has a daughter, Stacey, who was seriously affected by the HPV vaccine Cervarix.  She contacted her Member of Parliament, Mr Pat McFadden, who worked tirelessly for Julie and Stacey. He was able to arrange for her to see the then Health Minister, the Rt Hon Gillian Merron.  Many questions were asked by Julie and insufficient answers were forthcoming. This was to be further discussed after the General Election.  Further discussions did not take place as Ms Merron lost her seat in the election, but, Mr McFadden is attempting to get a meeting for Julie and other parents with the new Secretary of State for Health, Mr Andrew Lansley.  He will also ask the Shadow Health Minister or Secretary of State (Labour) to meet with the parents for fuller discussions.

Julie is determined to fight this all the way as she knows that the condition Stacey has “Anti-NMDA Receptor Encephalitis” was caused by Cervarix and that as it is a very rare autoimmune condition, then it cannot be linked to the more population related encephalitis which is caused by either a virus or an infection.  The government will have to recognise that young, healthy girls do not automatically fall ill with such a rare condition but it should be noted that Julie has an autoimmune condition herself as did her father.  Vaccines are known to trigger such conditions if the genetic link is there which cannot be regarded as an “underlying condition”.

Natural Healing & Wellness Center, St. George Utah

Dr. Lyman, Dr. Graf, and Dr. Scott

The  physicians and staff at the Natural Healing & Wellness Center believe optimal wellness requires you to be a proactive agent for your body. You need to treat it well and not wait until you hurt before you decide to take care of it. Health is not merely the absence of disease any more than wealth is an absence of poverty. Health is not simply ‘feeling fine’, for we know that problems may progress for years without causing any symptoms whatsoever.

 Becca Millar, Glasgow Scotland

 Nutritionist

Becca has over fifteen year’s experience of working within the Health and Nutrition industry and has a BSc in Nutritional Medicine. She believes that good nutrition is the foundation of good physical and mental well being and maintains that, very often, just a few simple changes are all that are needed to bring the body back into balance, increasing energy and overall health.

The most common tests performed under her care are food sensitivity and hair testing. Food sensitivity testing consists of allergy and intolerance testing which speeds up the identification of possible food and inhalant allergens that may be contributing to a variety of health symptoms. Hair testing consists of a mineral analysis to provide indications of imbalances, deficiencies or excesses of essential minerals and toxic metals. It also acts as an excellent indicator of many metabolic processes occurring within the body.

Functional testing of blood, urine and saliva using the most up-to-date technology can sometimes help to get to the root of a persons health problems very quickly by identifying imbalances and dysfunctions in normal physiology.

Becca works closely with clients on a one to one basis, either within one of her city centre clinics or at their home, to tailor programmes that meet their individual needs and gain maximum results.

Pre-Vac. HPV Testing

Pre-Vaccination HPV Testing

Merck, GlaxoSmithKline, the CDC and many medical professionals around the world will tell you there is no need to have an HPV test prior to vaccination with one of the two HPV vaccines approved for use in the United States. But, they should all agree that the HPV vaccines will not confer any benefit if you are already infected with a vaccine-relevant HPV.

Even worse, documentation submitted to the FDA prior to approval of these two vaccines indicated that if a person had an existent vaccine-relevant HPV infection at the time of vaccination, their risk of developing pre-cancer or cancer could actually increase by between 32.3% and 44.6% after receiving the vaccine.

The SaneVax Team believes no young woman or child should have to take the chance of actually increasing their potential risk of developing pre-cancerous lesions, or cervical cancer by being vaccinated. It is critical that you know whether, or not, you have been exposed to a vaccine-relevant HPV prior to receiving either Gardasil/Silgard or Cervarix.

An HPV-31 infected cervical cancer with lymphatic invasion, discovered in a 26-year old woman after receiving a full course of HPV vaccine during a clinical trial was reported in February 2009 . HPV-31 has only been recently recognized as another ‘vaccine-relevant’ HPV genotype.

Since the current HPV tests being offered to the general public are not capable of detecting and identifying all known vaccine-relevant HPV genotypes (HPV-16, 18, 31 and 45), we have made arrangements with a licensed medical laboratory to provide an HPV PCR DNA sequencing test. This test will reliably detect and identify all of these vaccine-relevant HPV genotypes.

You can then consult your physician to decide if an HPV vaccination series is the right decision for you.

Getting an accurate HPV test is easy, just follow these steps:

1. Download and print this requisition form.

2. Download and print this letter to your physician, in case they question why you want this specific test done before HPV
vaccination.

7. Take the requisition form to your doctor and inform them that you want this test to determine whether you have been previously exposed to HPV.

Consumer-Engaged Prevention of Cervical Cancer

Sin Hang Lee, MD
Pathologist, Milford Hospital and Director, Milford Medical Laboratory, Milford, CT
August 17, 2010

The American health care system is unfixable at the national level because there are too many competing interests.

HPV Testing

Dr. Lee believes women the world over deserve only safe, effective and necessary medical treatments.

There is an emerging consensus in the health policy community that informed and engaged consumers have a vital role to play in improving the quality of care that the U.S. health system delivers to patients. The expectation is that when consumers are armed with the right information they will demand high-quality services from their providers, choose treatment options wisely, and become active participants and self-managers of their own health and health care. However, the frontier of medical research has expanded so much and so fast in the past few decades that the relevant correct information is not easy to find. It is also difficult for the consumers to distinguish genuine medical progress from promotional publications for commercial products without proven health benefits. This document presents some important information to the women consumers who wish to be informed and engaged on the issue of cervical cancer prevention, and may be used as materials for discussion in consultation with their health care providers.

Cervical cancer is a major lethal malignancy in underdeveloped countries, but not in the U.S. The Centers for Disease Control and Prevention (CDC) record showed that 3,976 women died from cervical cancer in the U.S. in 2006. For comparison, uterine endometrial cancer will kill about 7,950 American women in 2010, according to a National Cancer Institute (NCI) estimate. The Papanicolaou (Pap) smear program, started in the 1940’s in the U.S., has reduced the cervical cancer prevalence from 44 per 100,000 to less than 5 per 100,000 among the mainstream American women. However, there has been a business trend initiated by some advocates in the NCI and their closely-allied commercial interests, begun in the late 1980’s, to replace the traditional Pap smear technology with a human papillomavirus (HPV) test kit. A historical analysis of this business trend with its associated risks was summarized in an Editorial by Dr. R. M. Austin, entitled Dismantling of the U.S. cytotechnology educational infrastructure is premature and carries significant risks,” which was published in the Archives of Pathology and Laboratory Medicine 2008 Feb;132(2):154-8. Unfortunately, the Editorial drew little attention from the medical establishment and the news media because it was not “trendy” in business.

Now, Drs. Schiffman and Wentzensen from the NCI have proposed in a recent article entitled “From Concept to Practice: from human papillomavirus to cervical cancer,” published in the official journal of the American College of Obstetricians and Gynecologists [1], to further reduce the role of Pap smears in future medical practice. They recommend using prophylactic vaccination of adolescents against carcinogenic HPV infections, HPV testing, and colposcopy to replace the traditional Pap smear screening for cervical cancer prevention. The consumers must be informed that while the concept of such a proposal may be debatable, the practice is highly risky for the following reasons:

1) The current type-specific HPV vaccines have been claimed to be almost 100% effective against infection by HPV-16 and HPV-18, and perhaps also against HPV-31 and HPV-45 infections. However, we do not know if these four HPV types are the most prevalent carcinogenic HPV genotypes in the U.S. According to two published reports [2, 3] – one by the CDC, HPV-52 not HPV-16 or HPV-18 was found to be the most prevalent “carcinogenic” genotype infecting young American women. In addition, the clinical trial studies of the HPV vaccines were largely conducted in foreign countries, such as Costa Rica, where the cervical cancer prevalence rates are much higher than in the U. S. The genetic make-up, dietary habits and the life-styles of the women in these foreign trial populations may be quite different from those of the mainstream American women. Extrapolation of the efficacy results of HPV vaccination obtained in such foreign populations to marketing a vaccine for the American women consumers as the major means to prevent cervical cancer is highly risky. In the clinical trial designs for follow-up, at least in one of the publications it stated “ At the 6-month clinic visit, all sexually experienced women were instructed to self-collect a cervicovaginal specimen using a Dacron swab. Exfoliated cells from this collection were stored in Preservcyt solution and used for HPV DNAtesting[4].” It is hard to believe that the women in Costa Rica could self-collect the cells of the transformation zone, where squamous epithelium gradually undermines and replaces glandular epithelium-namely the site of cervical cancer development-for HPV study. Failure to collect the right samples for follow-up HPV testing during the post-vaccination period might generate false-negative results, and might have artificially augmented the efficacy of the vaccines. Furthermore, there is evidence to show that HPV vaccination does not accelerate clearance of an existent vaccine-relevant HPV infection, and instead it may cause harm in women who have had a vaccine-relevant HPV infection acquired before vaccination.

2) The accuracy of the currently marketed Food and Drug Administration (FDA)-approved HPV tests is open to question. One of the two FDA-approved HPV tests has been found to generate 2 to 4 times more positive results than the other FDA-approved HPV test [5]. The latter test was developed using a 25-year old technology. In 2009, the FDA guidance recommended polymerase chain reaction ( PCR)/ DNA sequencing to be used as the standard for validating all new HPV genotyping tests [6].

3) By eliminating Pap smear cytology as a gatekeeper, referrals to colposcopic biopsies would be largely based on HPV testing. According to a report from the Harvard School of Public Health [7], about 95% of colposcopic biopsies based on the current FDA-approved HC2 HPV assay to determine the needs for cancer work-up in the U.S. have been found to be excessive and cause unnecessary harm to women at a great cost to society.

Based on the above three evidence-based arguments, American women consumers should take an active role in future cervical cancer prevention as follows:

1) Continue visiting your gynecologist for regular Pap smear screenings.

2) If the Pap smear is reported as “negative,” demand to see the cytology report and find out if the report states “endocervical cells present,” which is the traditional Pap smear technology requirement for specimen adequacy. If the report only states “specimen adequate for evaluation” without mentioning the presence of endocervical cells, the result may have a chance to be false-negative because the gynecologist did not collect the cells correctly from the transformation zone in the cervix, or the commercial laboratory did not prepare the slides properly.

3) Accept the recommendation for immediate colposcopic examination and biopsy to rule out precancer or cancer if the cytology diagnosis is “HSIL” (high-grade squamous intraepithelial lesion), cancer, or suggestive of cancer.

4) Ask why a colposcopic biopsy is needed if the Pap cytology result is less severe than “HSIL.” A caring gynecologist will give you a good reason why you should be subjected to a traumatic procedure. This is a judgment call, a decision usually based on persistent high-risk HPV infection and an ambiguous Pap smear cytology.

5) If a positive HPV is reported, ask for the exact genotyping and demand to see aDNA sequence for the HPV genotyping report. Without a DNA sequencing electropherogram (a color tracing with DNA bases) and a matched GenBank genotyping result, the HPV genotyping result can be erroneous and should not be used for making a decision for your further treatment.

6) If you decide to receive HPV vaccinations, it is prudent to let your gynecologist know that you want to be sure that you are not already infected by HPV-16, HPV-18, HPV-31 or HPV-45 – the four vaccine-relevant HPV genotypes – and you want to be tested by a PCR/DNA sequencing method as the 2009 FDA guidance recommended for evaluating HPV testing kits [see Ref. 6 below].

7) If you have had your HPV vaccinations and are now found to have an abnormal Pap cytology after vaccination, you should ask your gynecologist to order an HPV test by PCR/ DNA sequencing to make sure that the abnormal Pap result is not associated with a vaccine-relevant HPV-16, HPV-18, HPV-31 or HPV-45 infection because such association may carry a higher risk of developing precancer or cancer of the cervix, and may require a closer monitoring schedule.
