The HPV is not scientifically proved for the moment to produce the UCC – its effectiveness shall not be verified until the years of 2025-2040.

I don’t think Koch’s postulates are accepted as authoritative… according to http://en.wikipedia.org/wiki/Koch's_postulates,
“Koch abandoned the universalist requirement of the first postulate altogether when he discovered asymptomatic carriers of cholera and, later, of typhoid fever.”
They were, it turns out, an oversimplification.
